Update menu metadata

Updates the menu name and/or location assignment. Does not affect the menu items tree.

Get menu with items tree

Returns a single menu with its complete item tree. Items are returned as a flat list with parentId references for nested structure.

Create menu

Creates a new empty navigation menu. Optionally assign it to a location. Add items after creation via POST /menus/:menuId/items.
